Declaration on accessibility

Kreativwirtschaft Austria (KAT), a working group of the Austrian Federal Economic Chamber pursuant to Section 16 WKG, endeavors to make its website accessible in accordance with the Federal Act on Barrier-free Access to Federal Websites and Mobile Applications (Web Accessibility Act – WZG) BGBl. I. No. 59/2019 as amended, to make it accessible without barriers.

This accessibility statement applies to the website https://www.kreativwirtschaft.at and all associated subpages.


Status of compatibility with the requirements

This website is partially compatible with conformance level AA of the “Web Content Accessibility Guidelines – WCAG 2.2” or with the applicable European Standard EN 301 549 V3.2.1 (2021-03) according to Directive (EU) 2016/2102 of the European Parliament and of the Council due to the following incompatibilities.


Non-accessible content

The content listed below is not barrier-free for the following reasons:

a) Incompatibility with the accessibility regulations

PDF documents: Some PDF documents on the website are not accessible. For example, PDF documents are not or insufficiently tagged so that they cannot or only insufficiently be read and used by screen reader users. This means that WCAG success criteria 1.3.1 (Info and relationships), 3.3.2 (Labels or instructions) and 4.1.2 (Name, role, value) are not met.

Planned action: We prepare the content in an accessible format on request and subsequently replace the documents or add accessible alternatives. For new documents, we endeavor to make them accessible in accordance with WCAG 2.2 and PDF/UA-compliant before publication.

Videos without subtitles: Subtitles are missing for some recorded videos, meaning that the spoken content is not available for deaf or hard of hearing users. This means that WCAG success criterion 1.2.2 (subtitles recorded) is not met.

Planned measure: When creating new videos, attention is paid to the provision of subtitles.

E-learning modules and learning structure (LMS): The “My learning structure” area and the course modules it contains (e.g. “NFT basics”) are partly based on integrated frames and dynamic elements (Cluevo LMS / SCORM). The following restrictions apply here:

  • Keyboard operability: Navigation within the learning modules and between the lessons is not always possible exclusively using the keyboard. The keyboard focus is not always set logically when loading new learning content (WCAG 2.1.1 and 2.4.3).
  • Iframes and embeddings: Some frames that load external learning content or SCORM modules lack meaningful title attributes, which means that screen reader users cannot immediately recognize the purpose of the area (WCAG 4.1.2).
  • Status displays: Progress indicators (e.g. “Completed” status) are sometimes only displayed visually using color or icons and are not always available as text information for screen readers (WCAG 1.3.1 and 4.1.3).

Complex graphics and diagrams: In the learning materials (especially on the topic of NFT/blockchain), complex diagrams and schematic representations are sometimes used for which no equivalent textual alternatives or detailed image descriptions are provided (WCAG 1.1.1).

b) Disproportionate burden

Audio description for videos: Some videos on the website do not have an audio description that describes visual content for blind or visually impaired users. This means that WCAG success criterion 1.2.5 (audio description recorded) is not met.

The subsequent creation of audio descriptions for all existing videos represents a disproportionate burden in terms of accessibility regulations. For new videos, attention is paid to the provision of audio descriptions or text-based alternatives wherever possible.

Interactive learning platform: Some of the quiz elements and interactive exercises used within the LMS environment are not fully accessible (e.g. drag-and-drop tasks without a keyboard alternative). A technical conversion of these third-party components currently represents a disproportionate burden. We are working on providing alternative forms of examination if required.

c) The contents do not fall within the scope of the applicable legislation

Some older PDF documents and media files that were published before September 23, 2018 and are not required for the performance of ongoing administrative activities may be excluded from the scope of application in accordance with Section 2 (3) WZG.

Enforcement proceedings

If you do not receive a satisfactory response from the above contact option, you can submit a complaint to the Complaints Office of the Austrian Research Promotion Agency with Limited Liability (FFG). The FFG accepts complaints electronically via the complaints office contact form:

The complaints are examined by the FFG to determine whether they relate to violations of the provisions of the Web Accessibility Act, in particular deficiencies in compliance with the accessibility requirements, by the federal government or an institution attributable to it.

If the complaint is justified, the FFG must make recommendations for action to the federal government or the legal entities concerned and propose measures to remedy the deficiencies.
